此行除聆聽研討會的主題演講及與其他學者切磋交換心得，另有任務在身，就是發表。我的場次在第一天(12.7)下午，報告的題目為 The support system of OLP and DOC in Taiwan。談教育部為消弭數位落差推動的兩個方案－數位學伴(online learning partner,OLP)與數位機會中心(digital opportunity center, DOC)，其特色與支持系統。
自2005年起，中華民國教育部陸續推出相關方案以因應城鄉的數位落差，其中「數位學伴」與「數位機會中心」是有相當難度，但推行成效良好的兩項方案。從與教育部及兩方案的執行者、督導者的訪談，及本人近年多次擔任訪視的經驗，此兩方案推動成功的關鍵因素在於其獨特的多元支持系統，這些支持系統各環節除了各司其職，也環環相扣，形成良性循環。
數位學伴分北一區、北二區、中區、南區與東部等處進行，輔導單位是大學，各區有一負責的大學，並結集其他大學徵集大學生參與，由接受職前訓練的大學生，透過網路，對偏鄉國中小學生進行課業輔導。目的除了提升偏鄉學生的課業表現，也並促成大學生與中小學生結為學習伙伴。OLP的支持系統包括訓練大學生成為課業輔導者的大學，提供場地設備、安排學生接受輔導的國中小學或其他社區機構，以及每年期中與期末兩次訪視，檢視執行成效的教育部訪視小組。
數位機會中心的對象則是偏鄉地區年長者、婦女、新住民、原住民等，所在地是偏鄉地區的中小學或社區中心等單位，開設課程免費教導上述民眾資訊與網路知能。支持系統包括地方政府、輔導團隊、社區或中小學，以及定期訪視的教育部電算中心。DOC推動以來透過輔導團隊與在地民眾的協力合作，擴充原先的教學項目，進一步與社區的經濟或文化面向結合，如將地方農漁或手工特產，透過網路販售；規劃有當地特色的休閒旅遊活動；甚或結合資訊相關證照，提升民眾就業能力等。
此兩計畫目前已進入第三期，會在現有的基礎上會繼續推動，然面對的挑戰是在既有的基礎上強化，然而在經費逐年刪減，以及兩方案的人員，如數位學伴的大學生輔導者及DOC全職或兼職人員的變動，各種支持系統會面臨更多的挑戰。
這場報告是下午第一場四位發表者的最後一位，由於前面時間有些耽擱，開始時略晚，但尚稱順利。結束後現場觀眾發言，表示佩服台灣MOE(教育部)的作法，也對兩個方案的成果肯定，希望能提供其他國家借鏡。
