PNC 2012年會之一

2012 年12月 7-9日，受邀赴美參加太平洋鄰里協會(PNC) 2012 的年會(annual conference)。PNC今年主題為 New Horizons: Information Technology connecting culture, community, time, and place，主辦單位為ECAI、柏克萊加大資訊學院(School of Information)，及中研院計算中心。年會地點在柏克萊加大，正是PNC的起源地，意義
特別深刻。
PNC全名為 Pacific Neighborhood Consortium ，官網記載起於太平洋周邊國家公立大學校長聯合會，由已故前加州大學柏克萊分校田長霖校長及該校哈迪克教授(Professor Curtis Hardyck)發起並正式命名。PNC的重點工作包括：促成機構間資訊交換標準及資訊相互共用的協定、擴廣電子資訊技術的應用面，如財經資訊、醫療網路、網路教學、圖書館際交換、檔案收藏、及博物館館藏數位化等。
我查看文獻資料，PNC是一個國際性學術組織，正式討論始於1992年，有來自16個國家30個學者與會。PNC第一次年會於1993 在夏威夷舉行，之後每年在泛太平洋不同地點舉辦。此次幾位創會學者都提到19年之後又回到發源地，驚覺時間飛逝。
中央研究院自1994年加入PNC，積極參與PNC各項研討會及活動。1997年底，PNC總部由加州柏克萊轉移至中央研究院，並由中央研究院計算中心接辦PNC總部會務，負責籌辦PNC年會及各項行政事務。
PNC秘書處由中研院計算中心人員擔綱，人少事多，但秘書處人員超級能幹，在Emma組長帶領下以一當十，從2012暑假開始，無論各項聯繫、論文繳交與時限提醒、議程設定等都照預定時程走。年會期間各項事務，從參加者登記、會場布置，到設備張羅、餐點茶敘，與Berkeley人員的協調等，也都展現高水準的服務品質。細部方面，無論大會手冊的製作、議程設計、校園參觀、住宿安排，以及惜別餐會等方面，都掌握了每一個細節，可謂細心周到。
此屆 PNC 報名參加者有136人，來自13個國家或地區，以在地的美國居冠，有67人。台灣團由中央研究院劉兆漢院士領軍，除邀請的主題演講者與論文發表人，還有自由報名的學界及藝術、宗教界人士，約四十人。至於下一屆主辦國日本，也有十名學者與會。
非常幸運，大會秘書處安排部分邀請人員入住柏克萊加大校園 women’s faculty club，此處照規定僅會員有入住資格，不對外開放；這次承UC Berkeley為主辦單位，又經秘書處多方磋商，才獲得學校首肯提供部分房間。會館建築為磚造房舍，相當有品味，無論在一樓的客廳、餐廳，或二、三樓的房間，都洋溢著歷史感，有著新英格蘭風情，恍如身在東岸的 Boston ，令人發思古之幽。也因住在校園，又加上天公做美，那幾日早晚都行走於校園步道，賞紅葉、看綠草皮大樹旁的松鼠，暫離忙碌的台北，偷得片刻閒靜。
距離我上一次來柏克萊已經超過三十年。趁著記憶猶新及放寒假農曆年假空檔，會將PNC資料整理出來，並撰文與大家分享。
